It's glitching the brutor trim onto an apex min.
If it doesn't load that way, this is less a skin, more of a menu glitch.

Well i thought the same, than a test in public match gave me an answer:
A friend looked at me and confirmed that my apex renegade
look was like you can see in the video!
The day after they patched this, but in men+¦ is still present.
The pattern of the New Skin, if look carefully, doesn't match
the Brutor's camo-pattern.
Watch the legs that white&gold camouflage is different
The design is different, the style is similar

Looks more like a glitch... Seeing as it's just the underpinning of one skin with the other on top.
I suggest deleting and reinstalling your game.
