It's hard to say if my granular SP extraction and trade-able SP packet system (or the early version I linked to Hilmar) had any bearing on CCP's decision to introduce a similar (much more refined) system to EVE. I like the proposal they've laid out; it's very clear and much simpler to understand. The only unknown variable left for CCP to introduce is price.
Slated for EVE February expansion: SKILL TRADING IN NEW EDEN
The system CCP laid out for EVE could very well work in Dust if passive SP was removed from the extractable SP pool. Anything you earn by actively playing or gain from boosters (passive or active boosters) is fair game to extract, and trade or gift to other players.
I'd also wager that several people have hit the 269 million SP cap on the skill tree. https://www.youtube.com/watch?time_continue=533&v=OUqbtRO3NAs

Remember when they said it would take 10 years to max out the skill tree?
Oh yea.
If any of my posts seem severely negative, it's probably because they are.

The EVE Forums are rather amusing right now.
This change has literally brought the entitled sweaty-neckbeard masses out in force and they are trying as hard as they can to make it seem like anyone other than them gives a ****.
I will admit I had a knee-jerk angry reaction when I first read the DevBlog, but it only took a little bit of thinking to realize this is exactly the same as the Character Bazaar. It's just simplified, moved into the game client, and no longer requires not using your own character.

The only thing I would introduce down the line is the ability to track when Skill Packets were injected via the API system. This could give some peace of mind to corp recruiters trying to determine if someone is a spy.
I'm not sure about the suggestion of people able to publicly view people's SP totals now that character date of birth is pretty much useless for determining approximate SP (potential player power).

Having that in the API would just make sense to me, personally. They'll probably add that to CREST either when they ship the feature or not long after.
