Where do people get values like scanner strength of concentric circles, or weapon optimal ranges and what that even means(formulaic-ally)? etc.

The Devs, they released info and their code for people to make 3rd party apps for the game. They do this for both eve and dust. They like to let the fans make their own things to help people out and make learning the game or other things more interesting.
Been logi'ing since release. Need to give those needles and self proclaimed king of logi hugs ^-^

I'm actually an Eve pilot, Harbinger, so I am well aware of Eve:Online API and such. But all that information is also available on the information tab of items. But not in Dust514. So, again, where is this data?

The BarberShop has an Ewar chart on the first page... Dunno could be helpful. As for the weapon things... I think people have spread sheets or you could try protofits.com

Oh try stuff514. They have the data of weapons and the root code for each item. It's not that prganized from what I read but you may be able to find information in there about things.

The real answer is that it is scattered on the forums.
Things change so fast, and so often nothing in terms of descriptions gets updated in game, that you have to kind of dig for the information, or accept it from the words of those that have taken notes on the subjects over the years.
The Development and Discussion archives are a trove of that kind of information, but you are going to have to dig pretty good. Dust Search might be your better option on that front.

You can find most of the stuff on forums but you really need to search for them. Info is scattered across many threads and dev blogs.
Occasionally playing Dust
Changed my path (from slayer) to Pilot
