Your post isn't making any sense to me ._.
They have Apex BPO's which are pre-fitted blueprints.
They have basic frame blueprints, which are just he suit.
All skins are blueprint and you can put them on any suit.
Some suits, like my Sever Amarr heavy BPO, is still a Basic suit blueprint that is colored without there being a skin in place.
A while back they separated some of the suit/suits, like my old Kalikiota caldari BPO, into a basic suit frame and the skin it had.
Did that answer anything? o.o
