I had another idea, not sure if this one would be implemented either due to hardware limitations, but I thought I'd get the idea out here anyways..
So players have been complaining about scanning, and others think the dampning is too weak on Scouts. I have a solution to this.
Leave scanners and dampners as is BUT we could add a new grenade called the "Radar Disruption Pulse Grenade", it would be Gallente(?)
We should give all races of scouts a new extra EWAR Scout slot specialty slot that could only fit special EQ needed to remain off the radar or to slow down shield/armour regeneration of enemies e.t.c
For example:
Basic Radar Disruption Pulse Grenade
Disrupts BOTH teams radar for 25 seconds, Passive and Active Scanners would be of no use in this EQs range
Would be a sticky grenade
diameter is 40 meters effective (increase of 10 meters per tier)
Cooldown of 10 seconds before another one could be used, to prevent spamming.
Up to 4 max deployable per side at any one time.
Since this is a specialty slot, regular grenades could still be carried in addition to EWAR EQ
carry up to 6 (since scouts being off the radar is crucial to staying alive)
Can regen Specialty grenades at a hive, but would have a penalty on the time it takes to get 1 back in order to discourage overuse. Would make the player really think hard about where to use them, and to make it count.
Would allow weaker dampned suits such as the Minmatar Scout to be as effective at passive/active scanner evasion if used properly.
Should also make a counter EWAR grenade that would half the effective diameter of EWAR pulse grenades, and allow the radar and scanners to return in brief moments, let's say once every eight seconds or so.
My second idea related to EWAR buffs is to alter all the maps we currently have.
Make spots on every map where "unstable magnetic fields" prevent the radar from working. Especially near generators on city maps. This would give all Scouts great opportunities to flank properly without detection. For Skirmish maps, at least one objective needs to be in this field.
"Unstable Magnetic Field" areas could be marked by grey? areas on the map. When in an effected area, your radar disappears , and the red symbols, "UNSTABLE FIELD- RADAR NO USE" appears.

Lol. As a person who has all scout proto'ed, I don't see the need for this.
My Cal n Gal scouts reach 20db at 1 complex damp. At hat point only Amaar scouts and Proto Gql logis will be able to compete with that, so only 2damps are needed to be invisible to scanners.
My amaar scout has proto precision so if they are coming to me I can see them with 30m of 17db sights. My Minscout reaches 18db in 2damps.

I don't know you, but many of the other scouts on this forum have been complaining that the only Scout with low enough db ratings is the Gallente scout.
The ideas I propose balance stealth a bit more for the other races. Apparently the Minmatar Scout has the worst time with dampning. My ideas would give them good opportunity to be off the radar as well.
