Ok, so I know there are some that believe that certain modules dont have stacking penalties. As far as I'm aware, all percentage based modules have them, but as I keep hearing it more and more, I'm starting to wonder if what the others are saying is true.
So, could the devs please confirm this please? Also, if stacking penalties for damage mods do exist properly, could you fix the damage modifier display in the fitting screen also?

Stacking penalty is broken tbh
A good example is with shield regulators. Use 2 complex Then use 2 complex + 1 basic
You'll see the second scenario increases the delay.
Modules like dampener and precision do not have a penalty. They simply don't "stack" the same way.
E.G 1 comp precision + 1 enhanced precision
20% of 40 is 8 15% of 32 is 4.8
27db is the precision you're left with.

Only Blue Bottles (jump mods) don't have stacking penalty. There is something weird with regulators but that would be it.
All else modules have proper penalty.

What archduke has said is, if it doesn't say it has a penalty, it doesn't have one.
To date? Pretty much the only module that doesn't say is the krins mod, which gives 4% more damaged per mod to BOTH (or even 3) equipped weapons.

I was thinking that it was applied each time, and the percentage of a smaller number is smaller. Rather than working with the base value of the suit (40 db precision on calAss at level 5 precision).
Meh, maybe I am wrong xD

Standard HMG (I use the Quafe) Breach ScP, Bolt or Flaylock Whatever nade
That HMG feels pretty good. Maybe its just a mental thing for me. Meh.

I don't get the whole shield reg thing, it doesn't make sense.

This was very well clarified by Archduke.
If it says it has a penalty it has one. If it does not say it has a penalty then it does not have one.
There is not much more that can be clarified. Seriously, what makes you think you are going to get a dev response when it has already been very well answered and blue tags are about as common around here as winning lottery tickets these days.

Every module that has % bonus has a stacking penalty (with exception of Blue Bottles as we told you) Here's and explanation why display is bugged :
