As everyone knows this game has no official manual. So Some things remain unexplained to people. Like meta.. Security status, true weapons damage and perks to certain dripsuits. My main question is meta. Could someone answer that question for me and whoever reads this and feel free to post some questions here provided it falls in General .. Thank you much

Meta Level is simply a number which indicates the power of an item, with said number increasing with each tier (ie a Boundless CR has a higher meta level than the RS-90).
As of now they have no actual gameplay effect.

Well, I'll be. Still, though. There should be a tutorial because no one bloggers with manuals, let alone one you have to find outside of the game download.

Protofitts, while not a manual, is a great source of weapon info! Gives you, not just the weapon dmg, but also offers info on YOUR weapon dmg with bonuses applied.
On Meta, there's two types. The actual dropsuit meta, which is literally only a tier number, and the game Meta. Game Meta is the tempo, heartbeat, or feel of the game. What's working really well and what isn't on the battlefield, essentially. Tactics, schools of thought about roles and dropships, etc. It changes with updates and hotfixes to dropsuits, mods, and vehicles.
Hope that helps somewhat. o7

They also determine the ISK value of the item in question as far as the NPC Market is concerned

Apparently there is a 290-page tutorial on the game that was compiled by the players for Dust 514. So someone already beat you to the punch.

Unfortunately the latest tutorial dates back to Uprising 1.8 which doesn't cover some of the things we have now in Warlords 1.2.
