I have a feeling CCP is going to implement item restrictions in high sec public contracts. If that were to come to pass which items would believe to be barred from use in high sec public matches (or penalized e.g. a small Concord orbital laser pinpointing you every 15 seconds)?

It'd also be interesting to see what a planetary conquest region in high sec with these restrictions could look like.

^ This is a deeper return to many of the aspects that drew in people to early iterations of Dust (boots on the ground tactical shooter), while giving players the option to retain access to current meta items while in separate combat zones.

In other words you could effectively set up zones in Hi-Sec where you could manipulate the meta based off of zone rules. Certainly not the same as Meta Locking but it does open up some interesting possibilities. Besides, match rules are nothing new to shooters, especially in games that support custom matches.

It would be interesting to see what would happen if there were no uplnks and no nanohives. People would surely use vehicles crus more often and wouldn't camp. They would also take and defend the damn depot.

Goldeneye 64 anyone? Clear item restrictions feels a lot cleaner that Meta Locking. Meta locking can be used to curtail item power differences; however, with the variety of fitting options in the sandbox, you're going to run into vast differences with the way people use items.
A commando suit with myos (and a token nova knife set to make the fit valid) can have a very low meta level total, yet be vastly more powerful than many other suits in close quarters because of his high alpha potential.

This in also done in parity of removing the sniper rifle. Forges in many instances act as a more effective sniper riffle (albeit easier to spot the charge and direction of forge shot).

Removing or restricting any weapon or vehicle type outright is a recipe for disaster (unless it's its own game mode, but the player count is so small that in and of itself would be bad)
You could entirely invalidate peoples fits, locking them out from matches simply because they chose a certain playstyle. It's basically the exact OPPOSITE of a sandbox experience. Resticting meta level I can see, though I'm more the fan of MLT, STD - ADV, or PRO only. It's way more simplified and to the point. It also has the added benefit of normalizing payouts since everyone, infantry and vehicle players alike, are using and losing the same cost equipment.
But if my time here has taught me anything it's that the crystal ball is about as reliable as a toaster made of rice paper..

Without REs and grenades, how would you propose we deal with the brick tanked, always 'focused' crowd of players?
Without Active Scanners, how do you propose we counter stealth? Will reparations be provided to Gallente Logistics?
Without Myros, KinCats, and CardRegs, how will you maintain fit diversity when the brick tanking is now the best option?
Without Forge Guns, how do you propose we deal with pilots who're 151m away? PLCs?

Free-4-all in a sandbox often leads to balance issues. You think Eve would be a fun game to play if players could set up Warp Disruption Bubbles in all areas of space without reprisal from Concord?
Obvious changes to the NPE would need to be made to hammer the point that certain items are not permitted in high security space due to CONCORD decree. Players can still use restricted items in low security and null security battlezones.

It doesn't promote enjoyable gameplay, and instills unrealistic expectations in new players, and will undoubtably birth very specific builds that take advantage of the new holes in the already shakily balanced gameplay.
If you want something like this, push for custom games that we should have always had. You make your own rules, and invite who you want or make it public. Bam. Everyone's happy. But that won't happen here, because coding.

Jadek. Out of all the things I've ever seen you post, this is hands down the dumbest sh!t I've ever seen.
What did forge funs ever do to you? How am I supposed to fit any of my suits without the main stars, the kincats and cardiacs? How am I supposed to guage where enemy equipment and enemies themselves are without scanners? How am I supposed to handle demolitions without remote explosives? How am I supposed to keep blueberry interest on the point or earn my isk as an amarr logo without up links? How the bloody FCK. Am I supposed to announce my glorious self to the entire enemy team camped in a room without a locus grenade?
HOW IN THE FLYING FCKWEASELS AM I SUPPOSED TO HARASS ANY THING THATS A VEHICLE WITHOUT A FARGE FUN?!?

Note: There is room to theorize what kind of impact these restrictions would have on high security space planetary conquest. i.e. Molden Heath still exists, but there is a new region of space that has opened its doors to Mercenaries.

Update: The proposal does have problems. Let's explore 'bad' ideas. I would like to have a discussion on how custom match modes with item restrictions could behave in the context of Dust with server and player population constraints.
-Do people pay an NPC agent in ISK to spool up a custom game mode at a designated time or are these zones always available (and where are they available to players)? -What type of gameplay meta would be gained or lost by restricting various items? -Should players have the ability to pick what items are restricted in these game modes, or are the restrictions for zones dynamic, based off community activity on a daily, weekly, and monthly basis?

Without Myros, KinCats, and CardRegs, how will you maintain fit diversity when the brick tanking is now the best option?
Without Forge Guns, how do you propose we deal with pilots who're 151m away? PLCs? -Lets look at this from tinkerable custom game mode (public contracts is off the table). With the fluid list of restrictions in the OP, players in a siege scenario do not have uplinks to replenish troops within a confined space. They can be pushed out with flux, mass drivers, and HMGs as one option. (vehicles with mCRUs getting into those spaces is another issue entirely)
-Vehicles would serve as the scan platform for the team. As for reparations to Gallente Logistics, I don't see a need if we are backpedalling to custom game modes, or specialty high sec PC modes that may have their own item restrictions/embargos. For instance, the Gallente Hisec planets may prevent Caldari nanohives from being operated on their structures.
-In the context of game arenas with dynamic or custom fitting restrictions, these limitations may offer more focused engagements that test skill in using particular fitting doctrines. Some arenas may only allow biotics, while others may only allow ewar fittings.
-As for dealing with another dropship...it's pretty clear that limitations to AV would push people to call in dropships to dog fight. However, there are clear limitations to encouraging dropship v dropship only combat in the state Dust currently is--dropship ramming encounters come to mind.
