I have a feeling CCP is going to implement item restrictions in high sec public contracts. If that were to come to pass which items would believe to be barred from use in high sec public matches (or penalized e.g. a small Concord orbital laser pinpointing you every 15 seconds)?

^ This is a deeper return to many of the aspects that drew in people to early iterations of Dust (boots on the ground tactical shooter), while giving players the option to retain access to current meta items while in separate combat zones.

Meta locking can be used to curtail item power differences; however, with the variety of fitting options in the sandbox, you're going to run into vast differences with the way people use items.
A commando suit with myos (and a token nova knife set to make the fit valid) can have a very low meta level total, yet be vastly more powerful than many other suits in close quarters because of his high alpha potential.

You could entirely invalidate peoples fits, locking them out from matches simply because they chose a certain playstyle. It's basically the exact OPPOSITE of a sandbox experience. Free-4-all in a sandbox often leads to balance issues. You think Eve would be a fun game to play if players could set up Warp Disruption Bubbles in all areas of space without reprisal from Concord?
Obvious changes to the NPE would need to be made to hammer the point that certain items are not permitted in high security space due to CONCORD decree. Players can still use restricted items in low security and null security battlezones.

Update: The proposal does have problems. Let's explore 'bad' ideas. I would like to have a discussion on how custom match modes with item restrictions could behave in the context of Dust with server and player population constraints.
-Do people pay an NPC agent in ISK to spool up a custom game mode at a designated time or are these zones always available (and where are they available to players)? -What type of gameplay meta would be gained or lost by restricting various items? -Should players have the ability to pick what items are restricted in these game modes, or are the restrictions for zones dynamic, based off community activity on a daily, weekly, and monthly basis?

Without Forge Guns, how do you propose we deal with pilots who're 151m away? PLCs? -Lets look at this from tinkerable custom game mode (public contracts is off the table). With the fluid list of restrictions in the OP, players in a siege scenario do not have uplinks to replenish troops within a confined space. They can be pushed out with flux, mass drivers, and HMGs as one option. (vehicles with mCRUs getting into those spaces is another issue entirely)
-Vehicles would serve as the scan platform for the team. As for reparations to Gallente Logistics, I don't see a need if we are backpedalling to custom game modes, or specialty high sec PC modes that may have their own item restrictions/embargos. For instance, the Gallente Hisec planets may prevent Caldari nanohives from being operated on their structures.
-In the context of game arenas with dynamic or custom fitting restrictions, these limitations may offer more focused engagements that test skill in using particular fitting doctrines. Some arenas may only allow biotics, while others may only allow ewar fittings.
-As for dealing with another dropship...it's pretty clear that limitations to AV would push people to call in dropships to dog fight. However, there are clear limitations to encouraging dropship v dropship only combat in the state Dust currently is--dropship ramming encounters come to mind.
