Hi I've emailed your Atlanta chapter about getting the book I've written published. Could someone please contact me with legal information on how I would go about doing this? Thanks.

I can completely edit out anything Dust or CCP related. I've got the story that's all that matters. It's just up to CCP if they want to deal with me or not.

Pitching a book isn't exactly "grab 'n go." Most EVE-based publications have come from in-house as it were. I wouldn't get my hopes up if you don't have a book agent, and pre-written permission to use the intellectual properties.
Making posts on a forum are unlikely to garner the wanted attention, much less any traction. This is one of those moments where I, were I in a company vetting this kinda thing, would pass you over if you can't take the time to research points of contact.
Because why not?

I would recommend you drop all of the CCP related material as you suggested and go forward with publication. Even if CCP were to agree to some sort of IP rights the vetting process alone would likely put you in a holding pattern with no clear end in sight.
You should probably do some substantial study into "fair use" as well as consult an attorney that specializes specifically in fair use and fan fiction.
Fair use actually provides a significant amount of grey area in use of trademarked and copyrighted materials even in for profit application but as it is a grey area you must be very careful not to cross the line and should be ready to defend the legality of your actions.
Basically if you want to get that published any time soon forget about CCP as no matter what their bureaucracy is going to end or significantly delay what you want to do. Drop some coin on finding out if you can legally use what you have and proceed from there.

Yeah, I'd have to agree with breaking. You want to publish a book already written without permission, using copyright material? I imagine you should have at least pitched the idea first. Otherwise, remove the references and self-publish. Unless it's fan fiction for nonprofit fun. Still though...
Do your research and find your needed points of contact in CCP to pitch your ideas to. Posting to a game forum, one based in Shanghai at that, and one that represents probably the lowest priority on CCP's radar is not the way to go. That might be something I might have done when i was 14, but we didn't have internet back then to know better. This is a business level inquiry. There's really no reason to not realize that in this day and age. Google is your friend.
Good luck with it though. Just find the right PoC.

This has been going on for a long time I have used this as a resort to get a point of contact. I sent in a ticket, called the Atlanta chapter, left a voicemail, an Email, an in game Email, and shouted at the top of my lungs I have something!
I am breaking from anything CCP could claim I think that would probably be best for everyone. I don't think they need or want a project like it. Which is fine I tried.

^no need for the +1 up there. Honest. I was being a smart ass and assuming. I see your threads in the fiction forums now. I am surprised a red tag wasn't in there. I don't remember who it was, but I remember one of them commenting on enjoying fan faction not long ago. So maybe the forums aren't such a horrible place to reach out, especially considering what you have just listed.
I wish I knew more to help.

*EDIT* hmmm. You might just change your thread topic from generic "CCP" to something more relevant to your request. I skipped over this thread several times originally thinking it was yet another CCP complaint thread for the 1.3 delay, lack of communication, or any of the other hundred issues players throw about on these General Discussion forums. There are a lot of them lately and if readers assume yours is one of them, they may just casually ignore it.

Try hitting up CCP Frame first after that revert to what i said above.
Talk with an attorney and get clear definitions of fair use then move forward accordingly.
