I think CCP said long ago the game could handle 32 vs 32 right now, but that they decided to keep it 16 vs 16 for now.
It would have been a great idea if they started out with 32 vs 32 since most of the original player base came from MAG which had its smallest game mode playing 32 vs 32. 128 vs 128 was its max in case you were wondering. |

I have a faint memory of that as well. Now that I think it, this current 16+16 was a downgrade indeed from something. Dust has been 16v16 since I started playing, which was sometime during the private beta. It was planned that the gamee would move to 24v24, but it never happened. No clue how many players there were per match in the early days of private beta, so I can't comment on that.
I've experienced this happen a few ( 2 or 3 ) times, and have seen posts here regarding the same, then it gets fixed.

Damn just imagine 64 player dust on a non-terrible console or PC! My wallet would be empty I tell you. |

I'm objectively looking at this. You said that people came and leave, so it do not sound like something stable, reliable, and solid. I'm not against increasing player count per match, but it's definitely not for each map and game mode we have. Increasing player count in some matches would actually save them.
Safest way to implement it at the beginning, would be Academy matches. Who ever try to run new character know that beginners do not know what to do on field, and it takes them a lot of time to start fighting for point. They are all in militia assets, and starting suits, they do not have SKINS, fancy looking weapons, tons of uplinks, nanohives etc. So my intuition is telling me that they are group of players from entire playerbase that cause lowest amount of laags
