It's a feature.
*In theory I like the idea of games like this throwing in random jams and misfires in the same way that in theory I like the idea of racing games throwing in random mechanical issues/punctures etc. Doesn't stop me raging when my AR claims to have 70 in the clip but is in fact empty and won't let me reload until I switch to the sidearm which usually sees my ion pistol in a permanent state of charge and then switching back again to reload. |

I believe he is talking about being able to cancel the reload animation mid way through but still getting the reload.

In a perfect world such a thing would not exist, but in reality, guns jam, break and have issues. It's a coding error that adds realism. The electronic equivalent to a poorly manufactured item.
