It's regional based on EVE starmap. I'm not sure what determines your local chat location - IE Corporation Held Planets or zones - or is it just random?
But EVE pilots automatically enter the local chat of the zone they are flying in, so that's why there are so many different "local" chats. There's one for every playable EVE region essentially. I have a feeling the local chat system was part of a greater effort to unite EVE and Dust Players, but like most of the EVE-Dust connections, things never came to completion.
Just recently people have pushed for greater coordination between EVE Pilots and Dust Mercenaries in FW as people discovered they could actively influence whole zones from the ground. Why CCP never fully developed this feature so that EVE pilots could effectively hire mercs for ground wars is a total mystery.
That is one feature that would really connect the two games and seems like the systems are all in place, its just not streamlined for actual use. If there's anything that could breathe a bit of new life into Dust it would be a solid connection to EVE. One which makes Dust Mercenaries valuable to EVE Pilots and incentivizes hiring ground forces. |

Are you sure? Because my local chat never has the same players and changes every time I log in. I've noticed an EVE player who consistently comes into my local chats and tries to sell EVE stuff. Even though he's the only pilot in chat lol. |

Yes I'm sure. There are people in my local that I see daily and the same people from almost 3 years ago still appearing in the same local chat.
Talk to people there you will see the same faces. |

Local chat is available in the Star system your station is in.
Every pilot who jumps to your system in eve will be able to chat in local.
Dust characters are all crammed into a small selection of stations, and because of that you only see the people who post, since as soon as a chat has more than 50 members, they are not shown in the chat window, except if they post.
Fun fact, if you Biomass your character (I've done that with this one), and ask for reinsertion in the Matrix... err Station for de Biomassing, the responsible gamemaster seems to have all freedom to put you where he wants. This character was put into a completely different system, and in my local, are Zero Dust players. Only EVE Eggsters, who usually come into my system for mining. They are usually completely surprised to find a Dusty off the beaten track (stations)... |

Local is a function of Eve. Anyone in local is in the system with you currently.
For Dust your "local system" is the system in Eve that you are in. This is determined by what race you started and which of the 12 NPC corps you were placed in from your race.
Last time we had some one scam an alliance member I flew my Eve character to their local and harassed them until they refunded the money so it is not totally useless but the full functions of it have been left behind by a lack of development.
