Basic premise: Shield repair tool emits a burst that heals all friendlies for X shields within Y meters. Recharge of Z seconds.
Example: 800 hp, 10m, 15 sec

Keep it much simpler.
If the rep tool is attached resistances go up.
Basic 10% more resistance against all damage types. Advanced 15% more resistance against all damage types. Proto 20% more resistance against all damage types.
Some one less lazy than myself could come up with real numbers to used based on average DPS versus armor of most weapons versus the HP output of each tier and type of rep tool. They could start at almost an exact effectiveness as armor rep tools and do not require any crazy additional mechanics.

Funny part is that I had just finished writing something similar when this whole thread got started. (lols). I like the idea of resistance bonus. Sure you may be a heavy armor tank, but you WILL FEEL EVERYONE PUNCH when you're shields are gone. It would also allow for the current caldari heavies to take a good pounding before having to retreat to cover to regen their shields.

Lol nm shields...
I'd approve. A triage nano have reducing shield recharge delays. Although I would think that healing or boosting the shield regen rate would be a bit broken. As for a burst item that regens shields by x amount. Why not come out with a varient flux grenade that restores shields....

Here is what I think should happen. Hello Everybody. I hope that you Kill rank is high and your deaths are low. First off, I think everyone can agree that shields just do not compare with armor as defense. It's lower amount of hp is offset by its gorgeous amount repair rate (which is nice). The only trouble is that a logi makes heavy suits have a faster regeneration rate than sheilds, leading to an unbalance of game mechanics that favors armor over shields. In a team based fps, this means that shields are almost completely useless, especially for heavy suits. On the other hand, the arguement against a repair tool adding to a shield users impressive shield regeneration rate would make shield based heavies almost impossible to kill, given the hp/s will outweigh the dps. So here is a solution that everyone can enjoy. Repair tools negate the shield recharge delay. They do not add to a shields regeneration rate but a properly fitted caldari heavy won't need any bonus, just the ability to regenerate the shields. It doesn't just help shield focused heavy suits either. A good heavy suit player will know how to balance going balls deep and staying behind cover so his armor and shields are regenerating at the same time, making heavy suits stand out as the MAIN front line combatant, and not just in narrow corridors either. I digress. Please share your thoughts and make it happen.
