Charmander is actually quite difficult at the start. Remember Brock uses Rock type pokemon. Fire and Normal attacks (which a level 15 Charmander/Charmelon will have). Not to mention once you reach missey, you have to deal with water type Pokemon.
Yes you can grind for some pokemon and level them, but all you will get is: Rattatat, Pidgey, Weedle, Caterpie, Geodude, Spearow, Zubat, or the rare ones for those areas: Pikachu, Sandshrew, Ekans, and Paras. You will also have a chance to catch an Abra past nugget bridge IF you are lucky. Also I believe there is a very very rare chance of getting a Claerfairy and a Jigglypuff. But those are really rare.
TL; DR - In terms of Difficulty: Bulbasaur is Easy, Squirtle is Normal, Charmander is Hard
