I guess thats because of the kick that accumulates very fast and less damage per magazine. gist is, many see the paper RPM of CR and instantly think its superior to the ACR but the CR has a 0.06s delay after each burst lowering its total RPM significantly.
dont know if the ASMG got buffed, havent played in a while but I got those values from the SDE.

The ACR tends to miss more though in normal use due to the dispersion, and yes the ASMG was buffed last hotfix |
