With the player population skewing further towards vets, our new players are having a tougher time finding their feet in the increasingly competitive environment (as would be the case in any competitive game in this situation). Unfortunately this issue is compounded by Dust's progression system rewarding a players accumulated play time with permanent stat increases and access to increasingly powerful tiers of stat boosting gear.
I'm concerned that this has already started to create a situation where new players are being expected to overcome too much of a power gap with their fps skills alone, which is turning many away and in turn decreasing the pool of evenly-matched adversaries any future new players may hope to face. I worry that if this is left un-checked it will create (if it hasn't already) a runaway effect.
So do any other CPMs share these concerns? If so, has there been any indication from CCP that they're aware of the situation and are looking at ways to decrease the negative impact of the vet-skewed playerbase on our new players?
Something is killing new player retention.

We discuss this internally quite frequently. NPE and the effects caused by the lack aren't something we are ignoring at all.
If we seem quiet about it, I feel that it is mostly because there are only so many ways to say the same thing.
It is concerning to each one of us, and ever one of us has had things to say about the NPE, and on how changes that get proposed internally can affect NPE.
But I can tell you that every single CPM elected has a particular aspect of NPE they are concerned with.
Example: one of my big concerns is the barrier of entry for new vehicle drivers.
But for the most part, we let Kevall take the lead on the NPE. As a lead in DUST University, the player run tutorial/learning corp, Kevall has his fingers the most firmly on the pulse of what is working and what is failing in the NPE at large, so for the most part we let him take point and simply assist and support his efforts.
WoW has taught me that Purple means Legendary. This means Quafe suits are the optimal loadout for killing all of you.
