If they made it easy, they would only **** people off who spent real money on respecs.
They had to find a number that was difficult enough so that people who did spend money don't feel cheated, while still making it attainable for enough of the people willing and able to put in the time.
I am not one of those people, but I can still appreciate that they made a reasonable attempt to please all parties as best they could.

I spent money on a respec and I don't really care if they made the even easier.
