You got a ton of people who love the game and are passionate about what it could be with some love and polish. That's a good thing and you don't want to discourage it.
What you want, if you're CCP, is a good filtration system to separate the wheat from the chaff and help the best ideas trickle upward. I think that's basically one of CPM's primary roles. How does CPM know they're reflecting the collective views of the playerbase? By participating in the forums. Which people must speak on in order for them to function.
tl;dr: this ****'s working as intended. Sorry you don't like it.

It's a scary one, too, sometimes, because the loudest ideas aren't necessarily the best, a fact that's sometimes hard to remember when you're under a heavy barrage of very loud forum champions...
