A little idea that I came up with a few minutes ago. What if we added in a Base player movement module that when equipped, it increases a player's base movement but at the cost of sacrificing your armor? think about it, it would act like the opposite of armor plates. You equipment it, it increases your base movement, but lowers your initial armor rating.
But instead of it costing the same as a reversed armor plate, make it a little more costly.
Example.
Militia armor plate currently stats are as shown. (Maybe I can't remember it completely.) 40 Armor points at the cost of .20 movement.
Militia cardeo pack Stats would be like this.: .10 movement at the cost of 40 armor points.
Complex armor plate stats: 100 armor for .50 movement.
Complex Cardeo stats: .40 movement for 110 armor.
does that seem like a fair cost?
So when it comes to the higher leveled equipment, you'll need to be ready to sacrifice nearly half of your armor to increase your speed to the maximum amount that the game will allow.
Which means, Players could create fast, but weak heavies that aren't as tank like as they are now, Fragile scouts, that could be taken down in a couple well placed shots. and any other type of class that you wish to increase the movement speed of.
To make this even less Op. (in case some of you think it still seems op) throw in a X5 skill book that you need to be able to use these modules so is harder for players to be able to use these modules.
When it comes to the pictures of them in the shop, just make the bottles have a purple liquid in them or something. :P

Would make the scout godly. Especially if they can drop themselves to 0 armor yet keep getting faster. |

y u not read skills and biotics?
this is already in the game, biotics and a few skills that do this... but its a bit better, you dont lose armor to run faster! BAM!
edit: i'm certain there are biotics that boost speed. but all suits have their default speeds. fine with me, i dont want a heavy running as fast as a scout |

There is increased stamina There is increased stamina recharge and there is increase running speed.
There is no increased base player speed.

It doesn't matter the amount, any scout will gladly trade any amount of armor for even a little extra speed. |

AKA nanofiber structure modules. Which exist in EVE. They fit in the low slots, increase velocity and agility but reduce structure. (though not armor, as you are suggesting)
They do have them for vehicles in DUST, no? I thought I saw 'em... |

The nanofibers don't increase agility yet though, so even though you are now going faster, gallente vehicles still handle like bricks. |
