Hello!
First of all, you need to be Loyalty Rank level 2 in order to give items and ISK to other people. Make sure to do that first. You can read about how to increase your Loyalty Rank here.
Secondly, if you wish to find someone on the forums, you can look for them in the Player Trading subsection on the forums.
If you wish to find a reputable trade chat in game, I would suggest the Trello Trade chat. Go to your communication window by pressing Select, scroll down to + CREATE/JOIN, then type:
Trello Trade
This chat has many reputable people. However, as always, beware of scammers everywhere. What makes Trello Trade chat special though, is the fact that we use Trello Boards to blacklist names of Characters and PSN names to warn others about the scammer. This way, if they are still in Trello, people will know they are a potential scammer and someone to be wary of.
