I feel active Scanners could be easily balanced by doing one thing,
Make anyone inside the active Scanners cone with a higher decibel than the scanner precision show up for both teams.
I feel this will balance scanner play.

This gives both teams a reason to run damps, they can sneak around under their own scans as long as the gal logi doesn't run his decibels too low, else he risks exposing his own team to the enemy.
This change creates a trade off for scans and chances for more tactical plays.

Active Scanners react with a suit's electronics, causing them to malfunction temporarily - that's why red are lit up even after the Scanners are finished. Normally the suits are busy generating counter signals to evade ewar.
With this change, it effects all suits who get hit in the cone.
