The only difference is in it's name and the method of acquisition. Otherwise they're identical.

Lp shows you put work in it and because of the grind sell higher in isk. Apex is just pretty much Lazy or the way most of the aur buyers get stuff... Other than that there is no difference...

Go under loadouts in the marketplace, the APEX are still very purchasable, except the serpent, you can only get the LP serpent.

For some reason my apex nomad's flaylocj has 19 max ammo while regular flaylocks have 24. I'm still questioning this. |

The aurum apex suits have a gold inertia damper effect. The loyalty variants don't.

Not exactly. You can trade for the aur apex ones that someone actually paid for. They might not be in the marketplace to purchase yet.

There actually is one difference between the APEX suits and the faction acquired suits. When you use the inertia dampeners, the APEX ones are gold while the faction themed ones are simply the default white/grey.
Beyond that, they are both the exact same suit.
You can find the APEX suits by going to the Marketplace -> Loadouts -> APEX.
EDIT: Oh. chill penguin beat me to the punch regarding where they are at on the marketplace. +1
EDIT2: Uh, both the Federation and APEX Serpent Scouts are available to purchase so.... ???
Not to disregard what you were saying completely. They might have not been in the past as an item that CCP overlooked before fixing it (which has happened in the past). Just wanted to update that they are there now though.

Yes, of course there's a difference! The faction BPs come from grinding in FW long enough to get the LP necessary to buy them. The Apex BPs just come from buying them with out of game money, so there's no experience necessary to get them.
By my reckoning, the Faction BPs are therefore fundamentally better, even though the stats are identical. |

The Apex Cloak on my State Hawk Scout also uses 0/0 CPU/PG. Means for all practical purposes, I can never change the cloak for something better.
Not entirely true, of course - with level 5 Caldari Scout suits I'll have a 75% bonus to both CPU and PG for cloak, but that will be a while..... |
