I'm sorry to say this, but I was always against adding across-the-board modules to every Race's loyalty store.
It would sound bad saying something like this outside of a game, but in this game it makes SENSE for the selling and availability of things to be RACIALLY motivated in New Eden.
 I'd like to return to each Race having its own biased Loyatly-store gear (Amar, the uplinks; Caldari, the shield mods; Minmatar, the energizers and reppers; etc).
I know the multitude of players successfully lobbied to have "all gear available in all loyalty-stores", but I feel that was just another classic example of why rich people like to sneak on the line for government-handout cheese. The change hasn't made FW matches better,GǪ just helped less motivated players use less honest effort to get the goodies they want.
The gear that you get in a Loyalty store gives you a great grind-time bonus and SP-bonus.
My Caldari store shouldn't be handing out those SP-bonus shield regs mods to me unless I fight for their side AND show I believe in their centuries' old concept of combat.
If I value the value of Armour, I should only be able to snag juicy SP-bonus plates from the Gallente store,GǪ and only by joining (infiltrating  ) their matches (at the cost of some of my Cald loyalty standing), and (pretending to) believe in their combat concepts so I can swipe some SP-bonus Federation plates.
This better aligns with the EVE gameplay concept of each player having to measure his/her political allegiance, his conscience, and her greed, and justify what naughty lengths he'll go to acquire politically inappropriate items.
This game has a clever Race-techno prejudice to it, that's part of New Eden (in Eve-Online too). It's alright for this prejudice to be a little less noticeable in Pub Contract matches. But as a player steps up into FW and PC gameplay, she ought to sense that prejudice increasingly more, and ought to have to make strategic choices and trade-offs in order to succeed in FWs the way she might succeed in Pubs.

Am I missing something here? because not all gear is available in all LP stores, and what gear is available makes sense with racial combat philosophies (as far as DUST is concerned).
Khanid Logi and Tanker, sometimes AV Heavy or Sniper.
