Players who follow these orders would earn extra WP just like a squad order.
The player issuing the order receives no bonus WP.
A simple message would be shown to this player while they are spawning. This is not reassigned at any point in the match even if he or she is no longer in the match.
That player would have 3 stripes above his head instead of the 2 which squad leads currently have.

So you are proposing a Command Role so to speak. I can agree to this. However squad orders and command orders can not stack and they should be different somehow (colourization would be best ie. Green orders for squad, blue orders for command).
Also highest MU is a bit hard. What if two players on the same team have the same MU and its a tie? Who is the commander then?
Also in PC, who gets decided as the Commander?
Also high MU does not necessarily mean they are a great tactician and know exactly what to do.
Other than those things, I would like to see a Command Role.

Yes, a command role describes it perfectly.
Honestly from the little bit I have seen of MU calculations it is nearly impossible for someone to have the same MU but I suppose for that scenario we could just fall back on age and then life time WP if that is also a tie.
Great call on the coloring difference blue would be very fitting but should be larger and more bold than orbital notifications.
If the player who receives this role happens to also be the squad leader then oh well. He can still receive bonus points for his squad but only the commander order would be issued.
We just need something to unify the players in the match who actually want a win whether they are in squad or not. This would also be amazing for new players who are aimlessly running around with zero team support ultimately getting slaughtered when they get stuck in a 4 v 1 scenario.

I believe MAG had a system like this to decide who the OIC was. For the FW and PC issues, why not make the "commander" the squad leader of the highest Mu squad?

Negative. Players in MAG could apply for the role of Squad Leader, Platoon Leader, or OIC and then the game randomly selected someone from those who applies for the roles. It had nothing to do with player statistics or anything of the sort.
Not to mention apparent in-game combat ability has very little to do with the quality of someone in a leadership role. Many players have an amazing gun game and would make for terrible leaders, just as some amazing leaders may not have the best gun game.

Any sort of thing like this that is created, when applied to PC should be a designation determined by the players. Whether as a vote or (?) idk. But it definitely shouldn't be an automated, metric decision since very often the FC are not the statistical leaders of any calculation.
EDIT- if automated then it should be a "passable" role, so the individual assigned it can give it to the individual actually fufilling the role.

I would note that MAG gave preference to those with mics for leadership roles and that there were minimum requirements for the roles.

In a perfect world here is I how I see it working across all game modes.
PC - Role is assigned under corp roles by CEO or Director.
FW - The person with the highest standing points receives this role. I am not sure if it continues counting points past level 10 so in the event of a tie at level 10 it goes to lifetime WP and then kills if there is a tie there.
Pubs - Highest MU ranking receives this role. In the event of a tie lifetime WP and then kills if there is a tie there.
Making this role able to be assigned by that person through opening the leader board and selecting their name and then give commander would be an excellent mechanic as well.
