Is there anyway to introduce the ability to place bounties on players in game through the character list? Everyone including the player with the bounty is notified of how much the bounty is ,and who placed it. Instead of having it to where the bounty is set forever make it so the window of opportunity to fulfil the contract is limited to 3-4 minutes. Survival of the bounty grants you a bonus to your EOM payout. This would encourage players to keep playing in an attempt to claim the reward even when they assume they will lose.

3 to 4 minute window? What's to stop the bounty from hiding in the MCC, calling in a dropship in the redline and flying high or just logging out until it's safe?

I say, keep the Bounty idea and just subtract bounty total from suit value.
EDIT: That way, I can put a 40M bounty on Deathwindrising and people can profit off of killing this mofo.
Isk gained from bounty is added to EoM screen.

Then that would work in your favor if it was someone who was being problematic to you or your team. This would allow you to put the pressure on a player forcing them to either fight, hide, run, or leave. if he wants the bonus to his payout he will stay and try to survive or he could ignore that and try to win. either way it has risk and reward so I think it would be cool. Multiple bounties would just increase the isk pot.

I do not like the concept of imposing a time limit for how long a bounty stays active.

Eve Online's Capsuleers are immortal but the bounty system that is in place is working just fine. The use for a bounty system in New Eden is less about killing and more about payback. I don't care if you are immortal. All I care about is making you bleed.

I like the idea of being able to place a bounty on someone's head but I don't like the time limit. I would like it if when you aimed at someone with a bounty on their head an icon would show up letting you know that that person has a bounty on them. |

This would be effective and hopefully the CPMs see it. If someone does something dirty, it is a way to mark them to be tracked down and taken out. I would say the bounty should show visually on the HUD map. Then mercs would really chase that merc down. Have the color darken as the amount grew. Also, the bounty can not be collected by someone in the same corp.

I would not agree with this. This would just ruin the whole "backstabbing" part of the New Eden experience. If I was a spy and I wanted to back stab my own corp mates, the one with the highest bounty would be my first target. Keep in mind that in order for a bounty to be collected, the clone must be destroyed. This way, just getting the kill alone will not be enough and that you are encouraged to actively go out of your way to destroy that bounty's assets.
