Make it so that in order to leave you have to spend 1-2 minutes in game as a 'nomad'.
As a nomad you only have acess to your top 5 meta level suits. Both sides can kill you, and when they do, they get your fit as salvage. You appear on all tacnet. No scans needed. Cloaks won't avoid above Redzone isn't allowed for nomads Vehicles have no timer lock. They can be stolen by any side immediately. Hacking objectives renders them into a neutral state. Kills get you nothing. Hacks get you nothing. Equipment only serves you. Spawning is ambush style, randomly chosen. You can only run and hide. After 1-2 minutes you'll be sent back to your warbarge. If you dc during this time, you lose 10,000 sp from the pool.
My logic here is that this is completely avoidable, and so this won't punish those who normally 'dc' from the quitters.
Why not turn your system off, emm kay? Because ccp can actually tell if your dc was intentional. An end of stream termination is much different than an exceptional termination.
If you're caught with multiple EOS disconnects, you'll start to receive said punishment. This rule can be petitioned if you're an exception.
You CAN go negative on your free sp.
*Oh my squad members got scottied* Sorry guys, if I leave, I'll get punished so everyone leave squad and abandon me. Oh, I'm being punished for 2 min? Let me run to a part of the map that nobody goes to for two minutes and camp there until my punishment is over. Oh I lost 10,000 sp? Let me just stomp in my next game so I still gain more sp than I lost. *I have to go somewhere or do something important, I can't finish this game* Oh I'm getting heavily penalized for no good reason? Goodbye Dust *Oh we have this stupid penalty?* Let me create a forum topic suggesting getting rid of it. I'll get a bunch of likes and it will be gone.
People need to stop it with the Draconian style laws, they're a waste of effort and would never be applied with most players agreeing to it. I hate it when like half my team leaves at the start too. But there are games when that doesn't happen. There are always going to be issues like those. The problem isn't "punishing them for leaving" but giving them a better motivation for staying.

1) getting scottie'd is easily detectable. and you never really enter the game. 2) that's why you show up on all tacnet, for all to see. 3) a game takes what 15 minutes? if you can't complete a 15 minute game, you've got scheduling issues. or kids. 4):-( it's true.
1)If your squad mates got scottied, it's not your fault. They never enter the game but you do. Most people make squads so that they can play with other people and will leave if their friends didn't get in. But with these "rules", the player sent in would have to finish the battle and the squad would disband.
2) Doesn't change the fact that they can go into a part of the map that nobody goes to and just sits there camping and blasting people while sitting in a corner or in a place where you have an advantage.
3) Ok, I have enough time to complete one last game. oh snap, I forgot I had to show up 20 min early to help set up for the party. Now I have to leave, aww damn now I have to suffer the penalty when I come back. Or "my house is on fire, let me turn off my PS3 and evacuate my home and call 911". My gf is really sick, let me turn off my ps3 and go take her to the hospital. Oh I'm gonna get punished.
Or let me sit afk because something came up then get kicked from battle naturally. Oh, you're gonna punish that too? Then everytime the uplink timers get stuck on 0 infinitely, people will get punished for nothing.
People rage quit, nothing will change that. Just get over it. Draconian rules would just turn people away from playing and cause more problems anytime there's a bug or glitch or even when something comes up. Like I said in my 4th post, so many people would be against it that it would be requested to be removed (and it would because you know, CCP is always listening to the players ^.^)
