I can tell you very affirmatively that no matter what CCP tries there is no fix for modded controllers.
Any fixes would only give certain people an even higher advantage.

My PS4 controller beats those no life modded users anyday.
In the end I'm proud. Heck I can aim perfect with the Rail Rifle and still manage the ugly kick lol.

You only think that they took care of it in destiny. While I choose to only use it for scientific purposes myself and quite a few others in this game have the means to circumvent any security put in place on any game on either PS3 or PS4.
It is a sad truth but one that must be realized. If you do not believe me take a look at the testing that myself and Thaddeus did on the ScR and explain to me how with that kind of timing manipulation either of our devices could be blocked. I would more than happily work directly with CCP to show them this stuff in an attempt to help them block it but I am sure they already know about it which is why they unfortunately just have to try to balance around it and keep everyone fair including those scrubs who feel good about them self for cheating in such a way.

The best fix would be to make the weapons have fire mode toggle with full auto equalling performance from a macro or modded trigger.
