Local does give flavor and might have been intended as a way for new players to always have a chance at interaction.
If you don't like your local though, you can always move to a different system.

Flavor you say?
I've met more than enough racist guys towards Mexican and Spanish people as of late.
I think I even have few photos of a guy who claimed that America won WW2, all other countries are sh 1t and something about Hit ler.
