I'm about to start to do it with my new Corp (check it out. Click link in bio)
How long is the timer?
I log in right after downtime so I want to know how long it would take to actually attack and how long it takes.

The battle can take place 1 hour maximum form the re-inforcement timer.
Ex : A district with a RT of 22:00 can have the warbarge open at any time between 22:00 - 23:00. You can check in corp contracts at all time. If you're lucky , you won't have a glitched timer like me.
24 hours minimum have to pass from the moment you attack to the reinforcement timer so the battle can be 'tomorrow' from the moment you attack.
Ex 1
You attack Saturday at 20:00 EvE a RT of 22:00. Battle will be Sunday at 22:00 EvE.
Ex 2
You attack Saturday at 20:00 EvE a RT of 18:00. Battle will be Monday at 18:00 , ( as 24 hours need to pass from the moment you attack to the RT , so the next one is Monday. )

2 more questions. What determines how long rt will be and what happens if I (or other members) can't make it and it becomes a no show?

If you no show it and have no district you just lost your CP for nothing and the enemy's time.
As for the RT actual battle ,it is randomly generated.
It will always give you the ETA under corp contracts , so do not worry.
