I'm not critiquing the language. Merely the idea that there is a means of creating a Denial of Service scenario for some specific faction in Dust and not have it impact the other......

It is a known issue.
Just last week, CCP set up matches in Special Contracts to monitor as a trouble fixing measure.
Sometimes fixes happen slowly, but they still come.
