I have heard that if you are scanned and then cloak afterwards you de-scan is that true? |

No.
Once you are scanned, your position is highlighted until the scan wears off.
This also assumes that cloaking grants you the added profile reduction to prevent being scanned.
If you have a high profile, say no damps or no SP in dampening, and still have a higher profile than the precision of the active scanner, then you will show up on tacnet regardless of whether you are cloaked or not.

All scout suits are capable if you have level 5 in Dampening, and have enough Complex Damps (2 in the case of Gal/Cal, 3 in the case of Min/Amarr) in your Lows, and a Proto Cloak active.
Gal is the only one that can get under 15 dB without cloak.
Per this spreadsheet that has been compiled based on the stats.
It can always be found here if you need to look in the future, and has historically been kept up to date with changes should any future changes occur.
If you are using a cloak on anything other than a scout, you are more likely than not impeding yourself. The same might even be said for wearing one on a scout.

Lowest gal logi scans go is 15db. Gal scout can go under that. Gal logi has to do some pretty deliberate setups to find that one scout that's below 15db?!
As a gal logi myself I will tell you I'm not rocking a duvolle focus with that low distance and range to find a gal scout who has to rock 3 damp just to get that low. It's more effective for the whole team to just rock 2 creadron flux scanners and shoot the scout with low ehp trying to hide when he uncloaks.
Yes the gal logi IS capable, but unless that scout is killing mass numbers it's improbable that he's that dangerous.

It makes me so bloody sad when I see a gal logi. Because I'm bleeding out from every kind of bullet hole because his whole squad shot me in unison and he just came up to teabag me. Gal logis are such sissies. Hide behind a squad,spam scans,make the game less fun and just another stomp. Insert aad violin and salt rub here.
