Since we learned that aim assist can be tuned per weapon, I believe a good healthy way to balance all rifles is to adjust them all. For starters, add it to the sniper rifle and lasers. I know you already hate the idea but please continue to read and I will defend my stance later on in this post.
Weapons should be prioritized by longest range weakest aim assist to shortest range strongest aim assist. The long range sniper rifle would have aim assist added, but so weak it wouldn't be noticeable to the shooter. The only thing it would do is kinda help with follow up shots as well as correct for the horrible hit detection that plagues it. This would also make the scrambler rifle fall back into line as a skilled weapon. It would have better aim assist than the sniper rifle but pretty much to the same affect of being non-noticeable. This would also help out the plasma rifle become the king of CQC as its aim assist would be much higher.
The high aim assist the scr currently has is what makes it the current champ at all ranges. This weapon is for those long range sharp shooters but has a fast enough re-fire rate that it tears threw most if not all suits even close up. Tuning down the aim assist would still make this weapon deadly, but would separate the true users with skill from the flavour of the month chasers. I also foresee that balancing weapons in this matter would reduce future weapon hopping at the extent that we see it now. Though we would see a flavour of the socket/ map. At least then we will see a bigger diversity of weapons through out the day and would probably show a better spread of weapons bought and used.
Now onto the defence that the SR should gain aim assist even at a low to non-noticeable level. Hit detection and lag are the main culprits that prevent the sniper from being a viable role on the battlefield and keep so many snipers in their own redzone. The sr would still be balanced due to long recoil, initial sway , oh and that we have to be permacrouched as you run straight at us. If hit detection actually worked in this game trust me when I say even within those limitations with added aim assist you would next to never ever close from 100m away to reach a real sniper.
TL;DR make long range rifles aim assist suck, increase CQC rifles aim assist. Make long range skill based, let short range be true CQC champions.

I'd be more in favour of turning aim assist off weapons myself, but because of the terrible lag and hit detection this game suffers from aim assist was added because CCP could not fix the real issue. Since hit detection will not be fixed especially in a dying game, adjusting it to tone down OP weapons is a real solution that should take place.

I have used the scrambler rifle on a starter fit non amar and got 2 kills 1 clip at over 50 m away ....without looking down the sites or damage equipping mods. I can go 20-2 easily regularly with the aim assist weapons even though I have little to no experience fight close up like that.
Aim assist is simply too strong on some and should be buffed on others as described in the original post to help the spread of weapons used throughout the fight.
