I noticed an influx of Spanish speaking players when my battles started lagging to the point of me not even being able to move 1 step without rubber banding across the map.
It's probably due to Mexican Internet mingling with American Internet but for some reason American Internet is getting ****** in the process while Mexican Internet is doing just fine. I have also noticed how in every fight I lag to high hell, there are at least 3 players from a Spanish Corp whether it be El azteca, El imperio another one. I hardly ever lag when I'm in a game with only English or Japanese names.
In short, CCP look into Mexico sever connections that intertwine with American connections and try to separate them, that way there's no lag in 80% of my fights anymore.

It doesn't matter what region I go on, iv tried them all, like I said, when there are at least 3 Spanish players I lag out of the game.

I agree there is the likelihood that the issues we're dealing with are geographic (global) in nature. That is, given the shallow player base and the ability for players to select server priority and the limits of data transmission times and all the other limitations we have.... the deep end of the pool (the geographic area with the largest active playerbase) may cause bigger waves in more distant but shallow parts of the pool (the rest of us on the same server).
