I believe that having all harders activate at the same time will fix most vehicle issues at the moment. This reinforces the 'windows of opportunity' ccp wanted while giving tankers the tough, hardened killing machines they were putting more than one hardener on for.

No it reinforce the massive mitigation cycles vs 0 mitigation cycles serving to reinforce behaviour one would categorize as redline vehicle operation while simultaneously taking yet another tactical choice away from vehicles.
You either have your modules on and can remain on the battlefield or you have nothing and must fully with draw under potential threat of AV fire which you cannot possible counter due to a lack of ranged and suppressive options.
