15% reload speed may not be highly noticeable, and proficiency only applies to shields (taking your 110% to shields and multiplying it by 1.15 for a final number of 126.5%). Ammo should be noticeable though.

Ammo increases the bottom number, not clip size. That may be the issue.

There is one skill that increases clip size, 1 round per lvl, I believe. Unfortunately, I'm not at my PS3 atm, and don't remember which skill that one is. It is deep within the specific weapon skill tree, possibly end of it.

To further my response: It is difficult to notice the difference from one level to the next. You really notice the difference if you save the SP to go straight from Lvl 1 to Lvl 5. Moving up one level at a time is negligible. By the time you get to next level, you're used to the minor increase from previous level, enhancing the feeling of "no change".

Some of those skills are also less effective and once you get to a certain point there is little reason to skill further.
I love my NKs, but there is no point to level 5 proficiency as the cost is too high and the benefit so little.

You may be thinking of Minmatar assault suit. I think that is only clip size increase.
