The Tranquility Live server doesn't work like normal servers. It is the last server in the world you would ever want to get caught cheating on. If the Tranquility Live server were a person, it would be Liam Neeson.
But let's give you the benefit of the doubt. Because I'm a nice guy sometimes and tonight happens to be that "sometime".
Tranquility works best at taking down cheaters in Eve Online mainly because literally every aspect of Eve Online is being managed by the Live server. Dust is almost the same way with Tranquility except during a match. When enough players queuing for a match, one of the battle servers acts as an middleman between the Dust player and Tranquility. The only thing connecting a Dust player and the server at this point is basic data such as player name, assets, owned, etc. The rest of the data such as damage dealt, war points earned, player location on a map, etc. are handled by the battle servers separately.
This is because Eve Online is more of a slow-paced kind of game and thus a lot of the things that happen, even a 3000-player fleet battle, get processed by Tranquility while the server handles market transactions, jumps made, etc. at the same time. The data going back and forth is easy to handle.
Dust on the other hand is a fast-paced shooter. A lot of things need to be processed at a much higher rate than what Tranquility can handle such as damage dealt, resistance to that damage, player location, where is the player firing at, etc. That is where battle servers come in. One would think that this is probably where cheater will look at to exploit.
But we don't know for certain if the battle servers are exploitable mainly because we are not sure what system they are operating under.
However, because the battle servers are still connected to Tranquility, there is a possibility that the battle servers are operating under a system in which the servers will not accept information from a client if the client's information doesn't add up. In layman's terms, if the server saw you last time standing behind a wall and then you turn on a lag switch to momentarily hide from the server to pop out from behind the wall, shoot, then get back behind the wall and turn off the lag switch, it is likely that the server will only accept information based on where it last saw you and what you were doing rather than just blindly accept what the client said it did. As far as the server is concerned, you never left that wall and you never fired your weapon.
But as I said before, we don't know what system the battle servers are operating under. They could just be everyday battle servers that don't operate like that for all we know. But judging from my recent experience against players who are clearly trying to cheat (yes, I did see some that were trying during a few matches), lag switching does not see to work at all. If anything, it seems that the best tactic so far is to intentionally lag yourself or join a battle server that is out of your own region.
Judging from all of this, I don't think cheating and hacking is happening. It's just players who like to lag themselves out.
Of course, there is also that unavoidable possibility that you just happen to suck so much and that most of the players who beat you are just that good. For god sake, I destroyed tanks with nova knives a couple of times so far. Do you have any idea how much skill that requires?

I will very much agree that controllers that have the turbo function are cheats that are possible in Dust 514 but those controllers limit your options if you want to take full advantage of their turbo feature.
What I suggest is something I brought up last year about this. Halo.
I can't remember much about Halo Combat Evolved or Halo 2, but in Halo 3 and onward it is pretty damn clear that modded controllers just don't help you for **** when using the turbo function. This is because the rate of fire of all weapons are fixed to the speed of the firing animation of each weapon. So you can tap that trigger 1,000 times per second, but that gun will still fire at a fixed, low rate even if the gun is designed to fire as like a semi-automatic.
If CCP can somehow tie the firing rate of TARs, ASCRs, etc. to the firing animation speed of each weapon and set the firing animation to a fixed speed, then all modded controllers with the turbo function will effectively become useless. You might as well use a regular controller like you would with Halo.
Yes, I tried using a modded controller in Halo 3. It didn't help. But I sure wrecked a lot of players with the pistol in Call of Duty.
