Yes and no - transactions between EVE Online and DUST 514 characters are technically possible, but ISK cannot actually be transferred between the games, so the money just...vanishes.

There are players who play both games that are willing to do exchanges for you.
Viktor Hadah Jr and Gyn Wallace are both very trusted and do exchanges.
I am willing to do an exchange as well but it will be at a slightly worse rate than those guys offer since I am not really in that business.
Remove NPC orbitals from FW. -- Fix orbital timers for Eve players assisting in Planetary Conquest.

It works the same for all of the exchanges. Lets say for example you want to send Eve ISK to your Dust player.
The process would basically just be that your Eve character sends my Eve character the agreed upon amount with the name of who in Dust should receive the payout in the notes.
My Dust character would then send you the agreed amount to your Dust character and the transaction is complete.

Here is Gyn's thread. (I believe he may still be out of town)
If they are unavailable I am happy to negotiate a rate with you based on the amount you wish to transfer but as I stated before it will end up a slightly worse rate than theirs since this is not normally my area.

I call bs GM. How are players able to run a laundry style system where isk is transferred between the games?

To clarify, in-game transactions from DUST 514 characters trying to send ISK to EVE Online characters /and vice versa/ should not result in any error messages, and while the money is removed from the sender, it is not transferred to the receiver.
The service you're referring to should be fine - ISK is not technically moved between the games, this procedure is based on a promise that you will receive the ISK you send to the "ISK merchant" in EVE Online later on your DUST 514 character. The ISK you send in EVE Online stays in EVE Online, what you receive in DUST 514 is the ISK from another DUST 514 character.

If it is technically possible, why hasn't it been made available? Aside from inflation issues, I don't see any reason not to allow it.

Balance reasons. 3-4 hours of work can result anywhere upwards of a bil isk EVE-side. The economy of DUST in beta is capable of devouring ISK at an unprecedented speed if the ISK flow was activated, and it would give people like me an effectively infinite DUST income. Something CCP hasn't really reconciled I think.
Honestly as it stands a proto dropsuit costs about half a frigate hull. The price points need a lot if work before EVE and DUST are compatible for ISK transfers.
WoW has taught me that Purple means Legendary. This means Quafe suits are the optimal loadout for killing all of you.

Hence why it never happened and this is the only "cross content" filling the coffers of the exchangers.
