could you clarify exactly what you need, your skills matter a lot as to what you can and cant fit, a veteran player cant help you out much without knowing these things but I will give you some friendly advice
go to Protofits.com that can help you out in fitting your suit it has a lot of helpful stats learn them and keep them in mind while playing
also on an AM scout you want to take advantage of your passive scans and high stamina, try using cardiac regulators and kinetic catalyzers if you can make sure to take advantage of your suits strengths to get the most out of it using a damp can help but I suggest using a ferroscale plate so you can have a bit more health to survive more without slowing you down, stay on the move and make sure you take advantage of your stamina
as a scout you want to make yourself hard to see but as an amarr scout you should use your stamina to stay on the move and possible flank your targets
I would suggest using Nova knifes but for a new player that can be hard so start out using a shotgun and a sidearm with good range like a bolt pistol or magsec preferably magsec but it depends on what you prefer
being a scout is not easy it takes skill to stay alive especially with low health fits but you have great escape capabilities with your stamina and sprint speed if you use the kinetic catalyzers
however I would consider going another route if you are having trouble as a scout consider the amarr assault its a very good suit and has the highest possible hit points possible along with a great skill that benefits weapons that already perform very well, however if you want to have more versatility and be able to take down armor suits with ease go with the minmatar assault

I hate to say it but Amarr scout is probably not a good place to be until you have your cores at 5. It just fits in a bit oddly with everything else and is a tough suit to run.
Go Amarr assault and thank me later.

Place two Complex Myofibril Stimulants on your high slots and fit an Enhaced Cardiac Regulator. That way you can take advantage of the stamina you have. Also get one enhaced plate and the highest armor repairer you can. If you have a low slot open then place at least an advanced range amplifier in it to increase your scan range.
Get an advanced Combat Rifle and a Breach Scrambler Pistol. Have fun meticulously hunting people.

Call me crazy but I chose the Amscout based purely on its aesthetics because DAMN IT PEOPLE FORM IS FUNCTION AMARR VICTOOORRrrrrrr....
...ahem. Anyway. Yeah, here's how I've been using it:
ADV Amscout:
2 x Precision enhancers 2 x Kincats 2 x codebreakers
PLC Scram pistol
Adv. Uplinks Needle
With top-tier fitting skills you can fit all the highs and lows as complex, making you pretty damned fast and a decent hacker. The precision enhancers, on top of your suit bonus, gives you plenty of early warning against other scouts and anyone who tries to intercept you as hack points and installations. I don't use it as an assault suit, obviously. I use it as a fast-moving hacking platform that can set up links for my team and get them back up when they go down. The PLC is useful for engaging LAV's and troop-transport dropships that head for critical points at the beginning of the game, and it's indirect-fire allows you to support your squad with suppression fire whilst letting you hang back from the front lines, where you will clearly get melted in a matter of seconds. The scram pistol is an acceptable scout-hunting weapon so long as you catch them unawares. No cloak and no damps, so speed is your only defense. Once you hit complex kincats you'll have enough of that. Just don't stick around in one place for too long, keep one on the tacnet and prioritise nulls and installations over combat. It is by far my most effective suit when playing Amarr FW.
But most importantly,
*Battle Skirt*.

It's better then telling him to run it as a crappy Gallente Scout. If he is going to play a role he should play to its strengths instead of only reinforcing where it's weak.
Also, as a scout biotics are one of the most important areas to develop.

I myself am skilling into AmScout as it player similar to my GalAssault. High Slots - *2 precision enhancers Low Slots - *3 basic Armor plates or *3(any) Ferroscales and one dampener I play as a light assault. The AssScR is amazing or shotgun for alpha damage.

You also need to get used to the sever lag and how it affects play. You'll die a lot more in a scout suit until you time your attacks to the amount of lag between another player attacking you and the feedback of graphics, sounds and damage registration. For mw its a full second. That makes a big difference and throws off my ability to calculate attacks et al sometimes. Took me a whole year to get used to it.

The suit's strength by design is short range / high intensity recon but this strength is tailored to previous state of EWAR play. With the introduction of Falloff, all suits became capable of short range / high intensity recon. The passive scans of precision-enhanced Caldari Scouts and any Logi are outperform the AM Scout in its supposed forte. The active scans of the Gallente Logi are far superior to any passive recon unit.
If asked to run an AM Scout today, I'd complain :-) I'd probably end up fitting it as follows:
High Slots: Precision Enhancer x2 (or) Precision Enhancer + Shield Extender Low Slots: Complex Dampener, Complex KinCat, Armor Plates (probably 2 reactive) Primary: Scrambler Rifle (or) Assault Scrambler Rifle (or) Shotgun Secondary: Breach SMG (or) Bolt Pistol Equipment: Cloak + Remote Explosive (or) Uplink (or) 28dB Active Scanner Grenade: Locus for Ambush, Flux for Other
Shoot scout with yes. - Ripley Riley (for CPM2)
