TL:DR - Stop trying to make Pubs work for everyone, and make different game modes that appeal to other demographics instead
Sorry for the provocative title, I couldn't think of a better one to describe what I wanted to write about.
I think that there has been far too much focus on adapting Pubs to cater to the lowest common denominator. Too much time has been focused on how to change pubs such that "just trying" earns you a profit, or such that people should expect that everything should be in your favor in order to compel them to stay in battle.
I think that all of this creative energy would be much better spent trying to figure out alternative ways for people to make money and enjoy themselves outside of PvP combat. Personally, I think that having a way to make a living outside of PvP would improve match quality slightly to moderately. To be clear, I'm not saying that Public Matches should not be tweaked at all, or anything like that. However, combat in New Eden is supposed to be unforgiving, and in battle the victor's position is the most important. Pubs should reflect that.
I'd argue that offering another way to make a profit would let the people who truly enjoy PvP (and care much more about winning than they do about ISK or K/D) self-select themselves into public matches, which would significantly increase battle quality. Additionally, when people have a significant amount of money to spend, they will be less likely to leave battles and the global battle quality will increase slightly to moderately. Finally, we can balance "Fun vs. Competition" across two game types as opposed to all within one game type

We have meta levels on dropsuits.. so it is past time meta level caps were added to Public Contracts.
This is the main problem with Public Battles.
One merc in a fully skilled suit can tear through half the enemy team uncontested.. sounds like fun
It's a pity for the other 31 players though

I think the problem is that people don't experience good team play. The only time they see it is when they are getting redlined by it.
It doesn't seem to be bothering massive amounts of players to make up their own PVE during matches instead of PVP. |

I wish this happened to me.
Being fully skilled I usually find the entire enemy team aimed at me because there's so few others that have completed their exploration of the redline. |

I used to be one of those people who recommended automatic join into Team Chat when battle starts if you aren't in a squad. But then I got into a fight where a guy had his TV going in the background at crazy high volume and I couldn't hear anything over it.

To be clear, I'm not saying that Public Matches should not be tweaked at all, or anything like that. However, combat in New Eden is supposed to be unforgiving, and in battle the victor's position is the most important. Pubs should reflect that.
This caught my eye. In EVE, you start out with the option of High Sec storyline missions that bring you through the basics of what you're doing. By the time you find yourself going into actual combat you should already have a good idea of things like 'how do I aim' and 'what's my target / goal'.
These are glaringly absent in Dust. This is the main reason people keep wanting to nerf pubs.
Dust is really the first FPS for me, certainly the first PvP FPS I ever tried. I love the game, but seriously, even in EVE there are serious consequences for going after noob targets in high sec without a war dec. Want to go straight to Null Sec and join the foray? Go right ahead, nobody's forcing you to stay, but it's your choice when to go.
Add more game modes? Yes Meta Cap mode? Yes - but only in pubs, or some equivalent to the high sec in EVE. Free for All modes? Absolutely! That's where most modes should be, but at least let people learn what the heck they're doing first...

I'm 100% down for meta lockouts in pubs, but I don't think it solves the problem at all. It still comes down to people using all the tools at their disposal (squading and spreading out equipment, vehicles, etc). |

Separate pubs into Public Contracts and Private Contracts.
Public contracts are unranked and doesn't use any form of matchmaking except to fill matches.
Private Contracts are heavily focused on matchmaking, even if certain matches might feel empty.
Finally, add Capture the god damn Flag.

If I recall correctly from the 2013 Dust keynote. Pubs were meant to keep the casual players in with generic and easy game modesthat we all know and love from other games while Factional Warfare and PC were meant to keep the hardcore player base of the game in.
I can say that PC has done that, pinning you up against the toughest SOBs out there. But FW fails at this.
The Forums are a special place.

I quite like the idea of randomised meta level caps per battle in pubs, or rather three or four defined levels at least.
