I have looked in the CPM Campaign forum and cannot see any threads announcing CPM2 candidates.
To be honest, if the CPM2 candidates can't even post their campaigns in the correct forum.... |

Why we cant have russian, german or polish CPM?

If you know someone in those communities who could be a CPM tell them how to apply! I believe CCP attempts to communicate in English so the candidate in question should be able to communicate in English as well as their first language.
From the CPM White Paper...
