This is an armchair thought experiment. I do not run nor endorse these practices.
Corporations: There is no cost to start an account and it only costs 1.6m to create a proxy corporation that you would eventually sell for ISK (or $ if you chose to break EULA and go into RMT). The corporation can hold a maximum 100,000 CP or enough for 4 district attacks (@ 25,000 CP each).
Planetary Conquest: There are 245 districts in Molden Heath. It would require 62 proxy corporations (4 attack orders each) in order to place a mass attack (or mass lock) on every district in Molden Heath in one day.
Account Management: The PS3 console can have 16 accounts active at a single time (or 64 accounts if you cycle out the previously active 16 each time). One account holds 3 profiles which would each have CEO access transferred to them at the time of corp sale. You would need 21 PSN accounts to hold 63 CEO toons holding access to the 62 proxy corps. It would require 2 hours to cycle through 62 characters and place attack orders.
Personnel Management: Hire group of 80 South Am. or Chinese, Indonesian players. For one hour of game time, players earn 500-700 CP. With 80 players that's 40,000 CP to 56,000 CP per hour. Have your working pool switch off on their alts and go another hour. Have your workers go 8 to 10 hours on Dust and they've approximately make 500k CP or 5 proxy corps worth of CP. At this rate and work pool size it would take 49 days to gain the 62 proxy corps needed to mass attack Molden Heath.
If you pay your workers 85 cents per hour (minimum wage in China is $293 per month) that would run you 68 dollars per hour for 80 people, and ~$600 for 9 hours of work per day, and approximately $30000in 49 days of work to mass attack all of Molden Heath.
This doesn't even account for the ISK you would make off your workers if you made your corp with a 100% tax rate and had them run BPO suits for efficiency. 80 workers putting in 9 hours a day would give you 396,000,000 ISK per day on the low end. Assuming you could get your workers to queue sync against each other in Ambush getting in 5 matches per hour with a 110k payout each match.

If some dullard would be willing to put 30 grand into this brick, let them.
Rmt is only viable when there is a demand for the product.
There are not enough people who actually care about dust to do it.
If you were to cook up a Venn diagram of people who care about Molden Heath and people who have 30k to throw at a free to play dumpster title, the overlapping area would be microscopic.
