A lot of people have been complaining about having unbalanced matches and have been blaming bad matchmaking. Though, often the skill tiered trait in matchmaking does not come into play.
Matchmaking will always value similar connections over similar skills. The community is small, and there are often few players active at any one time. Tiered matchmaking only comes into play after more than sixteen players with similar connections are found. If that condition is not met then players with less than similar connections will fill in for the remaining sixteen. In this situation skill is not a factor so matches may be unfair.
No matter how refined the matchmaker becomes it can never overcome a small playerbase.
The only thing individual players can do to improve their gaming experience is to improve their own connections, play during peak hours for their regions (night time and weekends) and to improve their skills as a player so that they can rival stronger oponents.
Put your flags up in the sky.
And wave them side to side.

Show the world we are one.

It's a sad cycle.
No new players means only vets playing. Vets stomp new players and drive them away.

The fact that you guys have to recommend players to not play Dom because of player count etc. is just another negative reflection on CCP and their inability to get a grasp on their issues, or not replacing players that leave with new players is not the communities fault. I would be happy if players were even being replaced in Dom matches. The players they replace don't even have to be that good but at least it's not 6 vs 16. Heck it's other people to shoot at if nothing else :)
