After playing around with different setups I've decided that I want to skill into being a scout. I enjoy running around faster than everybody else and it's extremely satisfying to surprise shotgun unexpecting players.
Currently I'm using a Minmatar scout but that's only the basic light suit. My ultimate goal with the suit is to run around cloaked, uncloak, and shotgun. I like the hacking speed bonus that the minmatar suit would provide but I see the Nova knives bonus going unused for me personally.
Out of all the suits which race should I skill into? |

I think you would be better off in Gallente.
You can always have a fit with Codebreakers if you want hacking, and the dampening bonus will get you around unseen easier without as many Complex Dampeners. This allows other things to be tossed in your low slots. Like KinCats for speed.
I think if you like Shottgunning, GalScout is your better option. Minmatar scouts are all about the knifing.

Shot gunning is pretty fun I have 2 throw away fits that I like to use which are great for 1 on 1 fights also good for hit and run tactics and juking if the terrain permits.
First fit is my scout suit
Scout G/1-series (cost 35,700 isk)
crg-3 shotgun (personal preference over the breach but the breach gives a lot more OHK)
Breach submachine gun (when you need some spray and pray to finish your opponent off)
Locus Grenade (clearing out areas of equipment flushing enemies into the open and because I have enough room to fit it)
Militia drop uplink (cheapest uplink for the pg/cpu but can be replaced with re's which are very fun to play with and also complements the suit)
ARN-18 cloak field (used for hacking, spying, and moving into position try not to engage while cloaked you'll be at a disadvantage switch to you weapon while out of your opponents line of sight)
2, Complex Myofibril Stimulant (for the fun jumpy jumpy brings a whole new aspect of maneuverability that your opponent most likely can't match but beware you are very vulnerable at range while playing leap frog with your target so watch out for other red's that might be in the area)
2, Complex Cardiac Regulators (the fit lives and dies off it's stamina and I really like to bounce all over the place so it suits me)
Complex Kinetic Catalyzedr ( because speed is the key get in get out )
My second fit which is also fun but I don't have max skills for so there's room for improvement. I won't get into to much detail about this one except to tell you it's just as fast as the scout can't jump as high but has a ton more health. It relies on speed rather than stealth.
Gallente assault G/1-Series (cost without sidearm 43,725 isk)
CRG-3 shotgun
Black Eagle assault rifle (an ar that fits in your side arm slot which benefits from your suit bonuses can be obtained from some daily missions or encrypted strong boxes. If you don't have one substitute with a smg)
M1 locus grenade
Compact nanohive (it's not just for the ammo it can also repair your armor)
Enhanced PG upgrade
2, complex myofibril
2, complex kinetic catalyzers
Complex cardiac regulator
2 Complex ferroscale plates

I use to have 3 Scouts maxed while dabbling with Amarr
Caldari: Very good at Shotgunning if you put 400 shields on it, especially in Heavy spam because the Cal can dampen just as well as the Galente, but also, HMGs do less damage to you, allow for some very sweet frontal assaults. Best for Agressive Players
My fit was: Shields in the highs
1 Cardiac Regulator for Stamina, 1 Damp, Shotgun , SMG, Flux Nade, Uplink, and Scanner. Not for.cloaks because that gimps your Range Bonus
Galente: Very good fit for versatile speed. You can be almost 1-2 meters faster than the Cal with a single Kincat, but more damped and stamina filled. Most people have around 230 shields via two complex sheilds, and are fit for.damps. This was the suit I used if a cloak and some shottying twas needed :) For Agressive players, 50 bombs are easy
Amarr: I enjoyed hunting down scouts who.thought they were smart...until they put on a Second Damp, and then killed me. Amarr is hood hunting down suits and being able to survive at least one point blank shot. I had 500 armor on mine while making it mandatory that you ran two damps as a Gal/Cal Scout, and three as a Min/Amarr.
Wait for your prey to come to.you via Passive Scans. Do not use with a Cloak.
Minmatar: Shotguns are for scrubs with this suit. Nks do almost triple the damage on a Prof 5, Pro Min Scout. The trick is getting close enoigh, which is difficult. The only other Scout suit I'd recommend a Cloak for damps as you run a lot of Kincats in your lows..
Tldr?: Gal or Cal. Gal for backstabs, Cal for if you're ballsy. Gal for Cloak, Cal for nope

to be honest what I think you want is the amarr scout, no one tends to use it this way but it is the best suit for it, the amarr scout gets a bonus to stamina meaning if you use just one cardiac regulator you can run pretty much from one side of a map to another perhaps not at basic but once you start investing in it you will
using two kinetic catalyzers as well helps you run at a decent speed this along with your stamina will help you get anywhere fast perhaps not as fast as a min scout but in a long distance run you will get there first
the amarr scout also gets a bonus to scan precision its a pretty healthy bonus that doesn't need any mods to make use of it, you basically get an adv precision mod that doesn't take up any cpu/pg or mod slots but this is only after you max it out
if you do decide to use precision mods you will see most everyone before they see you but once again to make the most of it you have to invest in it as you do with any suit
I don't think you should go with the min scout as you will more then likely not use any of its strengths other then speed which by itself will not help you too much
Protofits - AK.0 http://disq.us/8o8psf this is the ultimate outcome if you do decide to skill into it, you can replace the ferro plate for a damp or a rep mod whatever your needs may be, but ultimately its a scout suit thats made to move around a lot and take advantage of its precision to hunt down its targets rather then going under the radar, if what you want is not to be seen then the gal scout is a better choice as well as the cal scout

If you like the minmitar scout, skill into it! There are several different purposes you can use the minmitar scout for, so you have a lot of things to skill into before you perfect the suit.
#1 thing to skill into is profile dampening. Just get it to 3, you can get under most scanners because if you are a scout and you get scanned you better make sure your get your butt halfway in the redline or DEATH
Next thing (this may take a few weeks depending on whether or not you want to use boosters)
Minmitar light dropsuits to III Minmitar scout to III (max it out to V later) Light weapon operation to IV Shotgun operation to III Sidearm operation to II Sub-machine gun operation to I (or III, but you only need a STD sidearm) Shield + armor to III (max it out to V later) Shield extension to III Dropsuit upgrades to III Dropsuit electronics + engineering to III Cloak Field I (III if you want, but you will have problems fitting your dropsuit (PG + CPU)) Dropsuit biotics to III (max it to V later)
When you are scanned you appear with a red chevron above your head and on everyone's radar they can see you.
When you have these completed, you can start on perfecting the suit. May take a month or 2;
Dropsuit upgrades V Kinetic Catalyzers V Dropsuit shield + armour V Dropsuit upgrades V Electronics + Engineering V Profile dampening V Precision enhancing V Range Amplification V Systems hacking V Cloak Field V Minmitar scout V Shotgun operation V + Rapid reload/proficiency III Sub-machine gun V + Rapid reload/proficiency III Cardiac Regulation V Shield regulation V (combat builds)
NEVER put armor on a min scout. Scrubs do that, it is not true winmitar style.
