Found this guy, calling in bpo quafe saga's several times right next to red dots. Letting them swarm his labs then calling in another one.

While not thinking that as a good behavior,
strictly speaking that is difficult or impossible to rate as boosting, at least in traditional sense.
Chances are the reds are just reds - they are not collaborating with him but doing what reds do.
They are not forced to swarm the LAVs, they have the power to decide.
If he'd do that in far edge of map with friend on red team, purposefully killing the LAV then it would be boosting.
A scenario between those would be if he'd call the LAV next to a red unmanned automatic installation, therefore using the game mechanic to his advantage. That would count as boosting, barely. A bit like purposefully and extensively repwhoring heavy+logi combo against a red AI installation.
But: If CCP decides that is an exploit and boosting, then it is. Problem is that that scenario is way harder to differentiate than those other examples.

Everyone is innocent until CCP investigation deems otherwise.

I don't really have a problem with boosters myself
But I don't have a problem with people shaming blatant boosters (9000 WP) if they hate people getting easy skill points
However people do need to be careful, At the end of a match if there are no reds I will run up to hive and empty my gun , I don't even know who dropped it. lot's of people do this.
