I've posted before about weapon customization, but I've refined the idea quite a bit, so I thought I'd repost the new and improved version.
Here's how I'd like to see it implemented.
Building a weapon from scratch
Weapon Frames
A player would begin with the frame, in the case we'll go with the Gallente Assault Rifle.
Under weapons > Create New > Assault Rifle
- We now have the current Basic Assault Rifle, and will customize it from there with modules similar to a dropsuit.
Weapon Tips
This module determines how the weapon fires. Just for example
- Precision Tip: Would turn this into the Tactical Assault Rifle/ Single shot - Burst Tip: Allows burst fire - Focused Tip: Low RoF, High Dmg (Breach)
etc.
Scope Slot
- Players would ideally have a choice of several different scopes, or could choose not to have a scope and save a few PG, CPU
Now you could put a scope on an automatic AR, or choose iron sights on a TAC for example.
Utility Slot
The utility slot would add a single unique feature to your weapon. Examples of Utility modules:
- Clip Extender - Range extender - Faster Reload module - Alternate fire rate module (Allows player to switch between Single Fire, and Automatic) - Heat Sink - Charge time reducer (for charge weapons) - etc.
Note: For balance reasons, not every module would be compatible with every weapon. A clip extender on a Plasma Cannon comes to mind.
Weapon equivalent of a Power Core
Just like the dropsuit power cores, this module would simply be a damage multiplier, making the weapon range from Basic to Prototype damage levels, with the appropriate ISK cost, replacing weapon tiers.
Skin Module
- Weapon SKINs.
Conclusion
That's how I feel weapon customization should work. This would add a new level of customization to Dust. We would also be able to remove every variant and Tier of every weapon in the game.
I'm not sure whether this would be a net gain or loss in terms of performance - Removing all tiers and variants of weapons, but adding weapon modules. Perhaps we'd break even?

I really like this as well. It would provide more depth to the game. Also, I remember reading your post before. You have made it more concise and precise. Good job.

nice idea but i can see so many people QQ about certain weapons for example
sniper burst tip range extender suit cko 5 cmplx damage mods and hides 500+m in the red zone
Have garbage gun game? Throw a Core.

It could easily be fixed by disabling certain slots for certain weapons. Like, for example. the sniper rifle upgrade you just described.

Yes.
I've pointed out in other Weapon Customization threads about how this is an idea which has been brought up in the past by numerous people, and a lot of people have contributed great ideas.
What's not important who says what first or at what time, especially considering people have been asking for this since Beta.
What is important is that we all contribute to the discussion, and bring our own variations and ideas to the table, as I'm doing with this post.
