In this, my official CPM2 candidacy thread, I'm here to answer any of the questions you'd want to ask of any CPM candidate.
But first of all, why do I want to continue on the CPM and what can I bring to both you and any other newly elected CPM members?
The game itself has had an interesting and dare I say exciting year since Fanfest 2014. Several updates and a new expansion to a game that most had written off, have brought us a good deal of improvement to the existing game while bringing it new content. The game itself is now profitable, generating a new revenue stream to CCP and putting its future on a much more secure footing.
The main reason for this turnaround has been due to the placing of the day to day running of Dust 514 to CCP Rattati, freeing up CCP Rouge to run CCP's Shanghai Studio while giving dedicated focus of the game to someone who is fanatical in his desire to improve it.
Rattati also brought with him a willingness to engage directly with the player base, as any of the forum users will attest to. But with that was a renewed dedication to work with the players representatives, the first elected CPM. There hasn't been an aspect of the games progress in the last 14 months that the CPM hasn't been involved with. It helps considerably that we speak to CCP virtually everyday and that there is my main reason to stand again for election.
Continuity.
It's very important that CPM2 hit the ground running. Dust 514's development team are insanely busy at the moment, so one or more incumbent CPM members are going to be essential so as to get the new members up to speed as quickly as possible. CPM2 is going to be busy and having people there with both the experience and knowledge of developments at Shanghai from day one will be vital.
There are also a number of upcoming features and developments that I feel strongly that I should be there to ensure the new players, of which I wish to continue to support, will benefit from.
Also there is a much larger pool of candidates standing for CPM2, bringing with them a much broader range of game experience that we had last year. But despite this I feel that I'm still the only one who's primary focus is the recruitment and retention of new players to the game. As the PS3 nears the end of its life cycle with the resultant possibility of a format change, that focus for the New Player Experience is going to be a very much needed part of the duties of the CPM to ensure the poor design decisions of the past are not repeated.
The other reason for standing again is perhaps a little selfish on my part. Its been a great deal of fun and for me personally giving a huge amount of satisfaction. Fanfest 2015 was a particular high point for me. Being in cos-play and telling as many Eve Players and members of the gaming press that Dust is far from dead was a lot of fun. It was also a chance to meet the other members of the CPM and the new members of the Dust team personally. We got a lot of work done over that week.
But enough of my chirping right now, I'm opening the floor to you guys now, so if you've any questions or reservations about my candidacy please ask away.

Dennie is probably one of our top resources for communicating with CCP. He has a great rapport with everyone there, including Hilmar and CCP Rouge. While I personally feel he tends to be a bit of a fanboy, he's a really valuable member of CPM1's team. He gets through, I feel, when others might otherwise be ignored. I think he makes sure our council is heard.

But seriously now, like I said in the OP while there are more excellent candidates than last year I personally feel that out of all of them I'm uniquely qualified to speak up for the new players coming into the game. Running D-UNI and listening to the new members from their experience in the game reminds me that the NPE is perhaps the most important aspect of the game and until recently has been neglected.
The new progression system, the pre injected skills, racial starter fits are all aspects of the game that i've badgered CCP for before and during my term on the CPM. In fact the pre injected skills were based on my recommendations. But there is more that can and must be done so should we get the chance of a format change, I want to be there at the heart of it ensuring that not only are the new players catered to but to ensure that the progression of the veteran players is also honoured, so their footprints in the sand so to speak can be seen in the new format/s.
The other reason, that the current CPM I'm sure will confirm is that I'm utterly shameless in asking CCP for more details from them. Most of which is NDA I'm afraid but when designs for X mechanic are being worked on, I'm the one that asks for concepts, briefs and email exchanges from the various members of the Dust Team.
I'm also single handily responsible for ensuring that the CPM and Rattati where interviewed on EVE TV this Fanfest with the power of my blaging skills. I also gave Rattati a Quafe Warbarge on behalf of the community.

I can second that Dennie has been an asset to CPM 1 and that he is certainly going to be on my ballot for CPM 2. It is true that much of his efforts are things well within the NDA, but efforts are certainly there and results as well.

There are a few questions related to your previous tenure that I think should shed some light on your viability as a CPM member going forward, at least for me.
What was your overall opinion on both the bandwidth and scanning changes, both when they released and now that they've been in the game for some amount of time?

I personally felt that the bandwidth changes were a step in the right direction and the concept is sound. However it needs a couple more things for me to be improved further.
I'd like it if Bandwitch was a team commodity and a finite one at that. Having a team exceed that limit would mean slowdowns in spawning and ammo replenishment. You wouldn't want to download today's Windows 10 release down a normal dail up connection would you? As more 'traffic' is produced, the efficiency of data transfer should drop. Conversely should there be less traffic, data transfer rate increases to take advantage of the free Bandwitch.
But this and the necessary UI it would need is something that would only happen on a format change. There are currently coding restrictions throughout the game that prevent many things from happening. More often than not its what they can't do rather than what they can that shapes many of the design decisions that the Dust team has to make.
Scanning is a tricky one to balance correctly. It has the potential to completely knacker the game.
Those that put the SP investment to make themselves unscanable should be able to achieve it but at the cost of say a decent DPS tank. There are scouts that can do both and that is problematic to me. The ideal solution in that regard would be to have shields and armour increase your signature size. But once again this is something that the team can't currently do because of legacy coding. They've tried getting round it but I believe it's a real performance hit in terms of frame rate. So a no no for the time being.
Passive scanning should be completely line of sight with the player being able to increase the strength, range and fidelity of these scans using skills and modules. This allows for the smart use of cover in a firefight and recon situations. This would be augmented by player actions affecting their scan profile with in game actions, such as firing a weapon and crouching. On that last point I don't think the team have given up on trying to do that within the legacy code, so here's hoping they can do it.
Active scanning should pick up anything for its duration of scan but I'd limit it to squad only for the most detailed information and the intel kill assist WP, with the rest of the team getting a much briefer burst of intel for enemy positions but not enemy deployables.
Vehicles should be lit up like Piccadilly Circus and modules made available to reduce that signature, giving them the same options as infantry. Stealth with no tank or massive tank with the resulting signature increase.

The other thing I'd like to understand from really all the current CPM members is why you decided not to elect a Chairman this year, whether you would make the same decision again in hind sight, and whether you think there's a strong chance you'd make the same decision in the upcoming year.

I would love to give you the definitive reason but it's really one of those things where the NDA and the umbrella it gives us, allows for vigorous debate without fear of public exposure as to what our positions are/were on an internal debate.
I know that's a really crappy reason to not give an answer as to why we didn't elect a chairman last time. But there is no reason so far as to why CPM2 shouldn't be able to choose one.

I appreciate your answers Dennie, and you were on my ballot last year. But your answers have helped me make up my mind on a few aspects of your candidacy, and I can't justify voting for you again.
There's no doubt that you're an upstanding community member, but in selecting candidates to fill my ticket I need to feel like you bring something to the table other candidates don't, that you'll represent community interests even if those interests don't align with CCP's, and that you'll be an advocate for cutting down on dysfunction in both the CPM and the community at large. Between your responses to my questions and your behavior over the past year, I feel like I can't trust you on the above listed counts.
One of the principle points you tout as unique about your character compared to other candidates' is a focus on new players. But I just haven't seen this emphatically from you over the past year any more so than several other candidates. I think that quite a wealth of CPM potentials want the NPE to be refined and have good insights into doing so. That's why I asked you about scanning and bandwidth changes. Both of those changes implemented relatively complicated and completely undocumented mechanics. In your answer you note that UI is a sticking point, but I'd think that someone focused on the NPE would dwell much longer on this negative aspect of the changes. This trend matches with other aspects of your public discussions over the year.
You've always, of course, been an unabashed fanboy. I voted for you last year despite this, so it's not exactly news. Finding out legitimate appraisals from you has taken effort this year, and I'm skeptical that you have it in you to be a proponent of the community on issues that are at odds with CCP. It feels like it always takes some kind of investment, like this series of posts, to prompt you into a meaningful discussion that isn't mostly rainbows-and-sunshine optimism or otherwise. Much of your original post here, for instance, is historical recollection, a plea that there's NDA'd content you can't talk about which makes a case for your election, and a protestation that you absolutely love being a fanboy. There's absolutely nothing wrong with that last one, mind, but it really has no bearing on whether or not you should be on the CPM.
This aspect of your personality dovetails somewhat with your conduct in regards to dysfunction on the CPM and in general trying to promote an atmosphere where the Dust community can regain enough status not to be counted the unfortunate mistake of CCP's offerings. Electing a Chairman for the CPM, for instance, is not a purely internal matter. That election reflects on the entirety of the Dust community, and implies that we're not united enough to overcome basic interpersonal bickering to select a Chairman. Everyone on the past Council this should be held accountable for their failure to do so, and many have already made plain statements as to why or why they didn't support. Meanwhile you've responded in an essentially noncommittal way. This secretive approach to CPM affairs is unacceptable. I expect there to be as much transparency as possible within NDA constraints in a representative body like the CPM.
Overall I think you're a fine guy, but after the past year other candidates stand out to me as having the potential for a bigger positive impact as members of the CPM than you.

There is a reason for the non election of a chairman but to to go through the rather tiresome and now historical explanation would highlight any alleged 'bickering' as you put it and possibly harm the institution.
As it happens, the major impediment to the election became a non factor during the term and it was agreed at that point that to elect a chairman mid-term so to speak, would add nothing constructive to our established pattern of working with CCP and simply highlight that impediment.
To my lack of visibility so speak on matters regarding the NPE, I would refer you to Cross's comment here.
Much of the work I've done in that regard is covered by the NDA. Again a crappy reason I know and I wish it were otherwise because it looks to those looking from outside that I've not done a lot. But I know what I've done in that regard as do the other members of the CPM and CCP. I also know that there have been direct benefits to new players as a result of it.

The NDA gives us little to no room to move at all. This can not be overstated enough. Most statements made by non-signatories of an NDA, attesting how one might circumvent it, do absolutely nothing but highlight their own ignorance of how an NDA works and the penalties for breaking one.
The NDA also forbids myself and other signatories from explaining the details of said NDA. That being said, the inference you make in the above quote would seem to imply that myself or other members of the CPM personally deemed as unsuitable and indeed vetoed, potential Chairman. That is without foundation and completely untrue. I believe that I have given as clear an answer as I'm able as to why a chairman wasn't elected in the second paragraph of this reply.
Yes, I'm a fanboy. Little point in denying it. I've enjoyed CCP's products in the past and in all likelihood will continue to do so. Does that mean I'm incapable of disagreeing with them? Of course not. Again, the other CPM are better qualified to answer that than I am. I have disagreed with them on a few matters, vehemently on a couple.
It is however my belief, drawn from experience, that those that pointlessly accuse me of Fanboyism do so because they seem to be distressed and even offended that I don't publicly vent about those disagreements.
I don't do this for two very specific reasons.
The first is that it would be extremely unprofessional of me to do so, potentially damaging to my relationship with individual members of the Dev Team and doing possible fatal injury to my ability to effect future change for the player base. When CCP have decided on a course of action, there is no point digging ones heels in or throwing ones toys out of the pram.
If CCP are proven correct on that course of action, then you as a player base need not know that there was internal disagreement. If proven incorrect, it just simply strengthens the weight of argument for the CPM on the next issue.
The second reason is this.
I am not here to entertain those that feed off drama.
I am here to serve the community and I would still be doing that CPM or not. And I am perfectly capable of doing that without causing upset, drama and the other nonsense that others seem to thrive on.
I can also do it without fixating on any negatives. One need only learn from past mistakes and ensure that they aren't repeated. I prefer to have a positive mindset, I'd rather be excited and open to possibilities than be given to doubt and dwell on past mistakes.
Again, this seems to be offensive to some and I suspect there is nothing I can say or do to satisfy them and not then be accused of pandering.
I choose to be positive. If you don't want to vote for me, I'm fine with it. That's how I've dealt with the problems of the past with the game and my dealings with CCP both in and out of the game, in my stride and positively.

It's been an absolute nightmare to whittle down my choices as to my votes for CPM2. We've so many more qualified candidates than we did last year which is both great and bad as we can't have them all on the CPM.
So other than the vote for myself (I've gotta know that I get at least one vote after all ) my six other choices, in no particular order are:

I'd also like to give a shout out to the following candidates who I'd seriously considered but ultimately, I had to make a choice.

I think the qualities of my choices are obvious but as far as SirManBoy and Cross Atu are concerned if I'm unable to get re-elected myself I'd want one of these gentlemen on the Council at least. CPM2 is very likely to be in term if and when Dust makes a format change and I want the CPM to have some sort of continuity during any such transition.
Good luck to all the candidates and win or loss myself, I hope to be working with you all in some capacity.
