The command points idea was supposed (to my eyes at least) to solve the big problem of the no shows we had when CCP put the clone packs at 10 millions. However, command points solve nothing and barely limit the number of no-show attacks. And I'm pretty sure we aren't the only corporation that have to deal with this problem. Whether you fight for your corporation or you ring, 90% of the fights (if not 100%) that aren't against a corporation already established in Molden Heath IS a no-show.
Truly I would love to help new corporations that are WILLING to enter PC, as a matter of fact we would give a district to that kind of corporation. Unfortunately, I tend to think all the corporation that can/want to be involved in planetary conquest are already there.
Back to the original problem of no-show, what I ask from both the devs and the community is to think and eventually release a penality toward both the corporation and it's players that are making no show. I was thinking of something like having 50.000.000 ISK taken from the corporation wallet when the clone pack is launched. If there is a battle the ISK is refund and if there is no show, the money is given to Concord or to the defender. That way the clone pack remain cheap for a corporation that fight and become a hole in the wallet for the no show guys.
Also it would be nice to have an input on the data the devs can or can't use to apply such a system.

I agree with the problem of the no-show. CCP, fix it please, it will be nice for all reals PC corporations. |

No-show sets corp CP back to zero.
Automatically lock out no show from further attacks for X days after recovering enough CP to launch another attack.
If defender no-shows, district automatically flips.
If both teams no-show. District sets to neutral and may be claimed by anyone as soon as the district timer unlocks the district.

Release the DK store so the DK you get from no shows will at least have some value.
Not a complete fix but would at least give people something to show for after sitting through a no show.
I'm kind of a big deal.

For the moment I would rather have good fights and wait for getting items rather than purchase items while I wait for such a small but important issue to be corrected

I don't think all regions are affected at the same time in most cases. If you design the system to auto-penalize like this you may run into problems when the network infrastructure doesn't cooperate and it creates a mess for the devs and customer support people to sort out.

Penalties and some unexploitable reward for defending Vs time wasting no shows would be nice.. at DMG we usually end up turning the guns on each other for something to do in no shows, burning ISK for nothing \o/
There are now 3 currencies that can be used CP/DK/ISK I would add a penalty to the no-show side and that penalty paid to the corp that did show up, that way it's not magic rewards out of nowhere, and something is reimbursed to the actual teams.
-Penalty of 5million ISK to no-show side (spread between the team that shows offers a 'Pub' payout for showing) -CP/DK could be added, same thought, a small penalty paid from Corp A -> Corp B for time wasted
If you want to be a d1ck about it add penalties for all 3 currencies, but to prevent farming, the 5mil ISK is enough to give something back to the team wasting their time over dud attacks - maybe an added CP penalty to the no-showing Corp without that being paid to anyone

Believe it or not that is why CCP maintains a GM staff. To handle little issues like that.

I was pretty fearful this sort of trend would pick up given the changes, and said so both on the forums and on Biomassed.
At the very least there needs to be an "auto-win" mechanic that gives a victory to the team that shows up. If your corp doesn't have, say, 6 or more people in the war barge at the time when the match starts you should automatically lose. Ties [double no-shows] go to the defender.
It's possible a bigger disincentive is needed, but the first step is to avoid wasting the time of the people who DID show up.
