One person cannot read every idea in detail. If you fail to catch a reader's attention early, rather like a novel, the reader will look for something else.
Alternatively, the person who might read could be engaging total focus elsewhere.
A lot of excellent idea get lost that way ( I'm excluding my own OPs because other people make ideas that are as solid or better) and part of the CPM's job is to try and catch as many of those missed opportunities as possible and recommend the devs take a look.
Sometimes even a mediocre or crappy post can contain points or the seeds of ideas that are useful or relevant.
But on the flip side, the CPM also acts as a "bullsh*t filter" which sifts through the ideas that are put forward and try to spot trolls, posts based on bad or misleading information and present reasons why the presentation should not be used.
If a post is not a troll, then hopefully the CPM can provide input on how to improve submissions. Provided you pay attention and listen, you will find that people like Cross, Dennie, SMB, Kane and a few others have been handing the playerbase advice which is the KEY to providing feedback and ideas that will be taken more seriously.
Finally, the CPM is intended to be a filter for a larger playerbase than what we have now.
The fact that CCP looked and said "we're going to need more CPM" indicates they intend to push to gain a larger playerbase.
Should you go forward and sing the praises that DUST is saved? Let's be real. Only the most diehard fanboy will do that. But despite all that has happened, DUST doesn't have the good grace to simply die.
Read the negative space, watch the trends and pay attention to the details that seem unimportant and you start to get a picture that looks more realistic than the tinfoil and optimism.
And remember, the best way to be ignored by the devs is to say (directly or by implication) that they are stupid or incompetent.
