You could certainly apply. It's a pretty simply process really we all go through of an IC interview with your character, then a short normal interview just about stuff you would like to achieve, what you would like to know, how we can help you, etc.
Only issue I suspect for you that might hold you up is that PIE bothers to check out alt characters and likely may not accept you if you regularly FW for the Minmatar or Gallente.
Requirements might seem kind of strict but it's more or less just a part of PIE Inc's 12 year old traditions/persona.

I can't make anyone my slave as I am not nearly of rank enough nor do I belong to a land owning Household that can claim the divine right of Holdership.
As such I already have one personal slave in my care and beyond that I don't even own her, merely have signed a Custodial Servitude Contract with the Holder in question. As such I am as, if not more so, responsible for her care and development than the Holder from whom I made the original agreement.

Standard protocol for acquisition of suspected enemy combatants would be as follows. Detainment. Interrogation. Following these the process would either be one of repatriation within the recognised Empire of the captive or arrest.

Sometime people just want or even need something to believe in. Whether that is to justify their own actions of merely to feel as a part of something great the desire is always the same and there is not shame to serve another higher power.
